Human Resources Manager
Reporting to Global HR Director with a very strong dotted line to the Site Operations Director.
General Responsibilities As a key member of the management team, the
Human Resources Manager will be very involved in the recruitment, development and motivation of the site team. This will involve overseeing a broad range of Human Resources activities such as development and managing of employment programs, salary compensation and job evaluations, benefits, promotions, equal opportunity initiatives, and education and training programs. Further to this, the individual will be directly responsible for the day-to-day Labour Relations activities with the production workforce.
As a member of the management team, the HR Manager will be involved in the strategic direction and continuous improvement of the site in all aspects of the operation. Further to this the individual will participate regularly with the Global HR team and the development of Global HR initiatives.
Specific Responsibilities
1. Recruiting:
a. Oversees and manages job descriptions for all positions within the site.
b. Manages recruiting processes working directly with Department Managers to secure high caliber candidates.
c. Preparation of competitive offers.
d. Provides guidance and direction to individual managers and the management team to ensure a high level of retention of key personnel.
2. Performance Evaluations:
a. Oversee all performance evaluation programs within the facility including "My Performance" and other evaluation processes ensuring consistency, diligence, and thoroughness.
b. Provide coaching with performance evaluations as needed.
c. Provide manager training for effective performance evaluation techniques and setting of SMART objectives.
d. Assisting Site Management with performance issues as required.
3. Labour Relations:
a. Direct participation with the negotiation of the collective agreement for production employees. Member of the negotiation committee.
b. Oversees the Grievance and Arbitration process within the collective agreement.
c. Assists with the resolution of conflict within non-bargaining unit personnel.
d. Maintains a high level of daily contact with plant personnel to monitor issues, provide regular communication of initiatives and issues, and to act as a sounding board for employee concerns.
e. Oversees the SES job evaluation process for jobs within the bargaining unit.
f. Oversees employee benefit programs from a position of competitiveness and execution.
g. Oversees fair application of employee policies and procedures.
h. Directly involved in all disciplinary action when required.
i. Oversees employee bulletin boards and other forms of communication
4. Employee Motivation and Recognition:
a. Oversees employee recognition programs such as H&S awards, Service awards, and special incentive programs that may arise from time to time.
b. Directly responsible for managing the Annual Service Awards program.
c. Oversees the compensation plan within the site ensuring consistency, competitiveness, and fairness.
d. Conducts periodic reviews including wage surveys to maintain competitive position in the area labor market.
e. Provides guidance and leadership to team leaders, supervisors and managers in day to day employee relations process to promote a work culture that supports a continuous improvement philosophy and productive work environment.
5. Employee Well-Being:
a. Active participant in the site H&S program.
b. Provide employee counseling as required and arrange outside support for employees as needed.
c. Remains up-to-date with all legislated requirements for employee well-being and advises local Management and the Corporation accordingly.
d. Develops, implements, and updates as necessary plant policies and procedures related to employee matters.
6. Global Human Resources:
a. Participates in regular meetings with the Global HR Director and other HR Managers to discuss progress, initiatives, and continuous E.R. improvements.
b. May be assigned special projects from time-to-time associated with Corporate HR responsibilities.
7. Employee Development:
a. Assists with the administering of "My Performance" and other performance review processes for all site personnel.
b. Assists Managers and Supervisors with development plans for site personnel including internal and external training, team activities, coaching, et cetera.
c. Acts as facilitator and or conducts for employee training and development programs.
8. Employee Morale and Communication:
a. Oversees periodic communication programs such as Small Group Meetings and Town Hall Meeting including direct involvement when required.
b. Oversees HR metrics posted within the site.
c. Regular day-to-day communication with plant staff on an informal basis.
d. Provides submissions and input to the Company bulletin boards and communication screens.
e. Development and management of Company programs to improve overall morale within the site.
f. May be directly involved with Company satisfaction surveys from time to time.
9. Site Management:
a. Directly participates in regular key management meetings for the site.
b. Input to continuous improvement initiatives for the site, including HR and all other aspects of the site Operations.
c. Provides regular reports to the key management about activities within the HR Department.
d. Communicates any changes to HR/Personnel policies including Management training for effective implementation.
Qualifications Minimum of 10 years experience as a Professional Human Resources Manager preferably within a manufacturing environment. Registered as a Certified Human Resources Professional or equivalent.
1. Solid Labour Relations experience preferably within an organized work environment. Previous experience with collective bargaining and arbitration would be considered an asset.
2. Excellent communication skills, both written and verbal. Bilingual English and French would be considered an asset.
3. Familiarity and working experience with computer based HRIS systems.
