Manager, Utilities Engineering

Key Responsibilities:

The Manager, Utilities Engineering reports to the Director of Utilities Engineering and directs the activities of a technical engineering group charged with managing water and wastewater, infrastructure for the municipality.

Collaborates with other cross-functional teams, requires working across various types of divides and organizational silos of other teams.

Communicates clear expectations to team members, ensuring the use of varying forms of quality communication, soliciting input, and using active listening, ensuring techniques suit a wide range of people from different backgrounds, roles, and levels.

Ability to build trust with direct report, project a positive outlook, obtaining commitment to a shared vision for the department.

Works with the Director and various stakeholders to prepare, allocate and manage the capital budget in alignment with the asset management program.

Assists in the preparation of technical and legal documents for the procurement of services and materials and advises the Director and other members of senior leadership regarding the interpretation of technical, policy and procedural matters.

Interacts with members of the public and local, provincial and/or federal politicians and agencies to address concerns.

Prepares designs, technical reports, recommends approval of technical applications and prepares briefings for the construction/repair/rehabilitation of the utility’s infrastructure.

Communicates with operations groups to understand emerging issues and assigns appropriate resources to develop solutions consistent with engineering and safety principles.

Skills and Experience Required:

Professional Engineer with a degree in Civil Engineering, Water Resource Engineering, or other relevant engineering degree.

Three+ years of management experience in the utility sector responsible for leading in water and wastewater infrastructure preferred.

Demonstrated excellent team building, interpersonal and communication skills.

Resilience, ability to bounce back from obstacles and setbacks.

Six+ years design and broad-based operational experience in the utility sector including hydraulics, sewer/water treatment.

Advanced knowledge of Contract Law, Dispute Resolution, Employment Standards Act, and the Construction Act.

Advanced knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization, and operational requirements.

Knowledge of regulations relating to water and wastewater.
